DRR –Disaster Risk Reduction (DRR)
PIPHRO Disaster
Risk Reduction (DRR) is one of the core programs under Environmental
Climate Risk Management (ECRM) sectors of the organization, it has
been actively and directly involved in a systematic approach to
identify, assessing and reducing the risk of disaster and helping
those individuals affected as well. DRR aims to reduce
socio-economic vulnerabilities to disaster as well as dealing with
the environmental and other hazards that trigger the situation.
Disaster Risk
Reduction conceptually to minimize vulnerabilities and disaster risk
throughout a society, to avoid (prevention) or to limit (mitigation
& preparedness) the adverse impacts of hazards, within the broad
context of sustainable development. Development and humanitarian
works are the main responsibilities towards early recovery for those
affected individuals.
PIPHRO gives
emphasizes to this program considering Pakistan as a whole and Sindh
in particular is a disaster risk areas. Most of the targeted areas
of PIPHRO are vulnerable to many different hazards, including floods
and droughts; tropical storms and hurricanes; Cyclones and tsunamis
events. These hazards change the natural environment and result in
social and economic disruption, trauma, property damage and loss of
life.
Climate change
resulting from global warming is ongoing and the Fourth Assessment
Report of the Intergovernmental Panel on Climate Change predicts
rising temperatures, accentuated sea level rise, changing
precipitation patterns, ocean acidification, and more extreme
weather events for the region.
Since its
inception PIPHRO has been engaged in responding those hazards. The
Establishment of a separate program unit named ECRM laid the PIPHRO
for a more comprehensive approach.
The Program is focusing all the four (4) phases of Disaster Cycle:

Prevention/Mitigation
2.
Preparedness
3. Response
4.
Rehabilitation/Reconstruction
The Program also focuses on Advocacy & Lobbying with National
Provincial and District governments on:

To adopt the
community based initiatives to better understand the
consequences of Disaster Risk Management & climate change

To make
strategies to guard against them, to integrate disaster
mitigation into development projects.
The goal of
the Disaster Risk Mitigation, Monitoring and Management Plan is to
identify as many potential risks as possible to occur. It helps to
determine the potential risk and probability of occurrences and
plans will then be made to avoid each risk. ECRM conducted an
early warning to the disaster risk area in order for the village
to be prepared for any possibility of risk occurrences and for
them to mitigate the disaster impact.
ECRM planned
an immediate response and rescue operation for the disaster risk
occurrences in the vulnerable village’s specially. Rescue
Operations conducted or facilitated during the hardest strike of
the calamities; then, followed by the immediate response for the
immediate needs of the affected population.
During the
post-disaster stage PIPHRO with the financial and physical
supports of local and international partners are giving aids,
supports, and assistance to the affected people of Sindh provinces
specifically. The implementing projects will help the severely
affected population to reconstruction their living condition
through sustainable livelihood programs.
For instance,
during the worse flood calamities in the history of Pakistan, DRR
under ECRM Programs of PIPHRO works with local partners
successfully implemented program that response to the immediate
needs of the flood affected people of Sindh province.
